Determining Impacts of NDC Enhancement on Country-Level Emissions

This technical note outlines a methodology for assessing whether and how much Parties to the Paris Agreement have enhanced their nationally determined contributions (NDCs) regarding greenhouse gas (GHG) mitigation by comparing emissions targets between previous and subsequent NDCs.

• The document describes a method to evaluate the enhancement of nationally determined contributions (NDCs) for greenhouse gas (GHG) mitigation by comparing a Party's estimated target-year GHG emissions under a previous NDC (usually the First NDC) against those under a subsequent NDC (usually an Updated First or Second NDC).
