First International GHG Protocol-based Programs Workshop Report

This working paper summarizes the outcomes of a March 2010 workshop convened by the World Resources Institute, which brought together experts from over ten GHG inventory programs to identify common challenges and recommendations for evolving greenhouse gas accounting and reporting.

• Corporate GHG inventory programs have established technical and institutional capacity for measuring and managing emissions, promoted transparency through public GHG registries, and encouraged private sector engagement on climate issues.
• There is an increasing need for expanded GHG accounting capacity and tools globally due to businesses managing emissions across value chains and product life-cycles, as well as the adoption of voluntary national mitigation targets and policies in developing and emerging economies.
• The workshop identified three priority areas for future development: increasing the scale of corporate GHG accounting capacity across geography, sector, and scope; transitioning from GHG measurement to GHG management for companies and governments; and improving coordination between programs as practices become more complex.
