Capacity Needs for Greenhouse Gas Measurement and Performance Tracking

This working paper outlines scoping research conducted by the World Resources Institute (WRI) and its partners as part of the Measurement and Performance Tracking (MAPT) project. The research assesses capacity needs for measuring greenhouse gas (GHG) emissions and tracking performance toward low-carbon development goals in six specific countries, identifying both common challenges and opportunities for improvement.

• The World Resources Institute (WRI) conducted scoping research through its Measurement and Performance Tracking (MAPT) project to evaluate capacity needs for GHG measurement and performance tracking in Brazil, Colombia, Ethiopia, India, South Africa, and Thailand. The project aims to improve the ability of developing countries to measure emissions and evaluate progress toward low-carbon development goals, which supports international reporting and domestic policymaking.
• Countries are developing measurement and tracking systems to achieve several objectives, including the improvement of GHG inventories, the measurement of mitigation policy impacts, the tracking of national mitigation goals, the facilitation of climate finance, the generation of carbon credits, and the fulfillment of international reporting requirements.
