Key Information on the EPA’s Environmental Product Declaration (EPD) Assistance Program

The EPA is launching an EPD Assistance Program funded by the Inflation Reduction Act to support the development and standardization of Environmental Product Declarations for construction materials. The program offers grants between $250,000 and $10 million to U.S.-based manufacturers and supporting organizations to facilitate the use of low-embodied carbon materials in government procurement initiatives like Buy Clean.

• Section 60112 of the Inflation Reduction Act (IRA) allocates $250 million to the EPA to establish an EPD Assistance Program. The program's goal is to "support the development, enhanced standardization and transparency and reporting criteria for environmental product declarations and reporting criteria for environmental product declarations."
• For fiscal year 2024, the EPA will award up to $100 million in grants or cooperative agreements. Individual awards range from $250,000 to $10 million for projects lasting up to five years, categorized into three funding brackets: $250,000 to $749,999; $750,000 to $4.99 million; and $5 million to $10 million.
• Eligible applicants include U.S.-based construction material businesses, U.S. state and territorial agencies, Native American tribes, and non-profit organizations, including certain universities. For-profit businesses that do not manufacture construction materials and entities not incorporated in the U.S. are ineligible.
• The EPA has identified five categories for eligible projects: producing robust data for EPDs; developing Product Category Rule (PCR) standards and conformity assessment systems; creating tools and resources to incentivize EPD development and verification; direct EPD development and verification for manufacturers; and supporting EPD data platforms and integration into procurement or design systems.
• The program is designed to support green procurement initiatives, such as the Federal Buy Clean Initiative, which includes a $2 billion investment by the General Services Administration (GSA) in construction projects using low-embodied carbon materials.
