Summary of Select EPA Regulatory Exposure Factors by Chemical Manufacturing Subsector Based on CO2 Emissions

This executive summary describes an analysis by the World Resources Institute (WRI) and Standard & Poor’s regarding the potential regulatory exposure of chemical manufacturing subsectors to EPA regulations based on CO2 emissions.

• WRI and Standard & Poor’s could not complete a full credit quality assessment by subsector due to a lack of information regarding the EPA's intended stringency and regulatory approach.
• Based on absolute emissions and the potential for reductions, WRI identified nitrogenous fertilizer producers, petrochemicals, and all other basic organic producers as likely regulatory priorities among 13 subsectors.
• The likelihood of regulation may not result in negative credit impacts because some facilities may already meet thresholds, some reductions (such as N2O reductions in adipic acid and nitric acid production) may be inexpensive, and the EPA may consider the remaining useful life of facilities and cost feasibility.
