Achieving Mexico’s Climate Goals: An Eight Point Action Plan

This working paper proposes an eight-point action plan to help Mexico implement its Intended Nationally Determined Contribution (INDC) targets, focusing on climate and energy policy options that balance emission reductions with economic competitiveness and energy security.

• Mexico can achieve its unconditional greenhouse gas (GHG) emission reduction target by utilizing 19 climate and energy policies, which would result in cumulative net expenditure savings of more than 500 billion pesos (approximately 2 percent of 2015 GDP) by 2030.
• Mexico is capable of reaching its conditional emission reduction target while maintaining cost savings by significantly improving current policies and introducing two additional policies.
