Voice and Choice

Voice and Choice is an interim report by the Access Initiative that evaluates the global state of environmental access rights. It finds that while legal frameworks for freedom of information and public participation have expanded in over 69 countries, practical implementation lags due to vested interests, systemic information gaps, and capacity constraints. The report provides arguments for reform based on human rights and governance quality and offers recommendations for governments and advocates to strengthen environmental democracy.

However, the actual implementation of these policies has been slower, as it requires significant transformations to achieve a shared commitment to environmental democracy between governments and civil society.
• The report identifies three primary arguments to encourage reform in decision-making processes: that access rights are human rights based in international law, the positive correlation between good governance and national growth, and the positive impact of access to justice, information, and public participation on the quality of small-scale decisions.
• Research from the Access Initiative (TAI) network indicates that while laws regarding public participation and access to information have increased, implementation remains insufficient. Key hurdles include the influence of vested interests in controlling information and participation, gaps in the collection and dissemination of environmental information, the need to balance expert deliberation with public input, and a lack of sustainable capacity for both government officials and civil society.
