4 Recommendations to Electrify the US Federal Fleet

This briefing by the World Resources Institute (WRI) provides four strategic recommendations to guide the United States federal government in executing an executive order to transition its fleet of approximately 650,000 vehicles to zero-emission models.

• The US federal fleet consists of roughly 650,000 vehicles, comprising approximately 225,000 postal vehicles, 173,000 military vehicles, and 245,000 civilian vehicles, which are to be transitioned to clean and zero-emission vehicles.
• WRI recommends the creation of a National Electric Vehicle Roadmap to ensure comprehensive public charging infrastructure, particularly for vehicles operating in rural locations such as remote national forests and national parks where centralized fleet chargers may be insufficient.
• To address electrical grid constraints and high connection costs, the government should consider non-traditional solutions such as solar, energy storage, and on-site microgrids, potentially utilizing the U.S. Department of Energy’s Office of Electricity and national labs.
• The federal government can enable grid co-benefits by procuring bidirectionally capable EVs that can provide energy back to the grid during peak usage or support emergency shelters and hospitals during disasters, facilitated by FERC Order No. 2222.
• WRI advises the permanent retirement and recycling of non-electric federal vehicles rather than selling them to the private sector, to prevent the export of used vehicles to countries with lax pollution and safety standards.
