Exploring Linkages Between National and Corporate/Facility Greenhouse Gas Inventories

This working paper explores the differences and potential linkages between national and corporate/facility greenhouse gas (GHG) inventory systems. It argues that while these systems serve different roles—national systems tracking total country emissions and corporate systems providing localized performance data—they are often developed in isolation. The author suggests that integrating source-level data and sharing technical and institutional resources can improve data accuracy, consistency, and the overall effectiveness of climate mitigation strategies.

• National and corporate/facility GHG inventories serve distinct but complementary roles: national inventories track a country's total emissions, while corporate/facility inventories enable individual entities to evaluate their own emissions performance and provide localized data on significant sources and trends.
• Despite differences in methodology and category definitions, national and corporate/facility inventory systems are often developed independently, leading to missed opportunities for resource efficiency and confusion regarding the necessity of both systems.
• The paper identifies two primary areas for creating linkages between these systems: integrating source-level data into national systems to increase accuracy and completeness, and sharing technical expertise, data systems, and institutional resources.
