From Positions to Agreement: Technology and Finance at the UNFCCC

The paper examines submissions to the Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) to identify areas of convergence and divergence among Parties concerning financial and technological support for mitigation in developing countries.

• The analysis of Parties' submissions to the Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) as of December 2008 shows both areas of agreement and significant disparities in perspectives.
• To reach an agreement on technology and financial support for mitigation in developing countries, Parties must further develop their ideas, understand the underlying needs of other Parties, and collaborate on shared interests.
