From Positions to Agreement: Technology and Finance at the UNFCCC

This December 2008 discussion paper analyzes submissions to the UNFCCC's Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) regarding technology and financial support for mitigation in developing countries during negotiations in Poznan, Poland. It identifies both convergence and significant differences in the positions of Parties, noting that agreement will require further elaboration of ideas and mutual understanding of underlying needs.

• As of December 2008, the analysis of submissions to the Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) regarding technology and financial support for mitigation in developing countries shows both areas of convergence and significant differences in views among Parties.
