• Accounting for NDCs must generally follow methodologies and common metrics assessed by the Intergovernmental Panel on Climate Change (IPCC) and adopted by the CMA. Parties must maintain consistency in scope, coverage, definitions, and data sources between the communication and implementation of their NDCs, and they must transparently report any methodological changes or technical updates. While all Parties must apply this accounting guidance, it is mandatory for second and subsequent NDCs, though Parties may choose to apply it to their first NDC.
• NDC mitigation elements are integrated into several other Paris Agreement mechanisms. They are reported via biennial transparency reports under the Enhanced Transparency Framework, which includes a "structured summary" to track progress. Furthermore, CTU information is essential for the Global Stocktake to assess the aggregate effect of all NDCs, although the stocktake does not assess individual country efforts. Additionally, the Article 15 expert committee may intervene if a Party fails to communicate or maintain an NDC.
