This research paper analyzes the policy landscape for clean energy transition in India's micro, small, and medium enterprise (MSME) sector between 2010 and 2020, evaluating the effectiveness of central and state-level schemes in promoting energy efficiency and renewable energy adoption.

• While central and state governments have committed to clean energy through various schemes, only a small number specifically target the adoption of energy-efficient technologies and clean energy via grants, subsidies, or financial incentives.
• The adoption of clean energy by SMEs has been hindered by a lack of awareness and burdensome application processes for incentives. Furthermore, the rate of adoption has slowed as SMEs prioritize business expansion and job creation during pandemic recovery, compounded by reduced subsidies due to COVID-19, economic downturns, and market volatility.
• The effectiveness of clean energy support is higher when central government schemes are integrated with state initiatives; in contrast, the adoption of stand-alone state-specific programs remains limited.
