The Guide for Designing Mandatory Greenhouse Gas Reporting Programs, a collaboration between the Partnership for Market Readiness (PMR) and the World Resources Institute, provides a step-by-step framework for policymakers and practitioners to establish mandatory greenhouse gas (GHG) reporting programs based on the experience of 13 existing and proposed programs.

• Establishing a mandatory greenhouse gas reporting program requires four broad steps: determining program objectives, creating an enabling environment for design and implementation, determining program structure and requirements, and conducting a program review.
• The structure of reporting programs is defined by six key design elements intended to ensure data reliability, accuracy, consistency, transparency, and completeness: defining coverage (entities, sources, and GHGs), providing calculation methodologies and monitoring requirements, determining reporting requirements and schedules, developing reporting platforms and disclosure rules, deciding on verification procedures, and establishing enforcement rules.
• The guidance is based on the experience of 13 existing and proposed programs and is intended for policymakers, practitioners, and stakeholders, including regulated entities, industry associations, environmental and academic groups, multilateral organizations, and funding agencies. While focused on mandatory programs, the report's aspects are also relevant for voluntary programs.
