Putting the Pieces Together for Good Governance of REDD+

This working paper analyzes 32 REDD+ readiness proposals submitted to the Forest Carbon Partnership Facility (FCPF) and the UN-REDD Programme to evaluate how countries are addressing governance challenges in programs designed to reduce emissions from deforestation and forest degradation.

• Among the analyzed readiness proposals, the most robust discussions—including the identification of issues, challenges, and proposed next steps—pertain to cross-sectoral coordination, non-carbon monitoring, and stakeholder participation.
• Many REDD+ countries lack specific design options or challenges regarding revenue management systems, conflict resolution, and benefit sharing, though most intend to address these as readiness activities progress.
• There is a notable lack of specific next steps in readiness proposals for establishing coordination mechanisms with local institutions and addressing land tenure challenges.
• Most readiness proposals have not explicitly addressed the coherence between new REDD+ bodies and existing forest sector institutions, nor have they considered the vertical coordination of REDD+ programs.
• The paper recommends that REDD+ countries improve the sequencing and prioritization of readiness activities to increase transparency in financing allocation, and develop accountable domestic systems to track progress on commitments.
