Laporan Audit Sosial Komunitas Suara Warga atas Pembangunan Kawasan Industri Takalar

A social audit report by Transparency International Indonesia and Hipermata on the development of the 3,500-hectare Takalar Industrial Area (KITA) in South Sulawesi. The report finds that the project, managed by PT Kawasan Industri Tiran (owned by the family of Amran Sulaiman), lacks transparency and public participation, violating FPIC principles. It highlights significant risks to the livelihoods of seaweed farmers and fishermen in Laikang Village, the exclusion of women from consultations, and a history of land-related corruption in the region. Despite being removed from the National Strategic Project (PSN) list, field activities continue, prompting organized community resistance.

• The planned Takalar Industrial Area (KITA) covers 3,500 hectares, with a design including 2,600 ha for industrial zones, 100 ha for a port, 100 ha for housing, and 45 ha for a golf course. The initial phase focuses on 100 ha for non-ferrous metal processing industries.
• Although the project was previously pushed as a National Strategic Project (PSN) under Perpres No. 109/2020, it was removed from the active PSN list due to a lack of significant progress and is not included in the latest list under Perpres No. 12 of 2025. Despite this, field activities such as land acquisition and boundary marking continue.
• The social audit reveals a severe lack of transparency and public participation. Residents of Laikang village report receiving no official socialization from the government or the company, relying instead on informal word-of-mouth or project signs. Environmental Impact Assessment (AMDAL) documents are not available to the public.
• The project is managed by PT Kawasan Industri Tiran (PT KITA), a subsidiary of PT Tiran Nusantara. Official documents from the Ministry of Law and Human Rights show the company is fully owned by the extended family of Amran Sulaiman, including his wife Ir. Hj. Martati, daughter Andi Athirah Sulaiman, and son Andi Amar Ma’ruf Sulaiman.
• The industrial development threatens the primary livelihoods of the Laikang community, which depend on seaweed cultivation, traditional fishing, and livestock. Residents fear the loss of boat mooring areas, seaweed cultivation sites, and traditional grazing lands, with Citizen Scorecard (CSC) results showing very low scores for economic protection (fishermen: 1.00; seaweed farmers: 1.40).
• Women in the affected area have been specifically excluded from project consultations. They face risks of losing production spaces for processing seafood and gardens, which may increase domestic workloads and exacerbate gender inequality.
• Land acquisition in the area has a history of corruption. In 2015, the former Regent of Takalar, Burhanuddin Baharuddin, and three other officials were named suspects in a corruption case involving the sale of 700 hectares of state land in Laikang and Punaga, causing estimated state losses of Rp 16 billion.
• The community has developed a collective awareness and resistance against the project. This includes informal discussions, demonstrations, and the drafting of official rejection letters facilitated by the Village Consultative Body (BPD).
