Temuan Dugaan Konflik Kepentingan Kebijakan PSN Rempang Eco City & Pembangunan PLTS Batam

A report by a coalition including Trend Asia and WALHI alleging conflicts of interest involving high-ranking Indonesian government officials in the Rempang Eco-City National Strategic Project (PSN) and the development of large-scale solar power plants (PLTS) in Batam.

• The Rempang Eco-City project and the large-scale solar power plant (PLTS) projects in Batam are linked as a single business ecosystem. The Rempang project aims to establish a Xinyi Glass factory to produce solar panels, which would then serve as a supply source for the PLTS projects in Batam, some of which are allegedly affiliated with government officials.
• Several high-ranking officials are alleged to have conflicts of interest due to business affiliations with PLTS developers in Batam. Coordinating Minister for Maritime and Investment Luhut Binsar Pandjaitan is linked to PT TBS Energi Utama Tbk via PT Toba Sejahtra (holding 8.9% shares as of August 31, 2023) and is the uncle of the company's Deputy Director, Pandu Sjahrir. Minister of State-Owned Enterprises Erick Thohir's brother, Garibaldi "Boy" Thohir, is President Director and holds 6.18% of PT Adaro Energi Indonesia Tbk. Minister of Tourism and Creative Economy Sandiaga Uno is affiliated via PT Saratoga Investama Sedaya Tbk. Additionally, the son of Presidential Staff Office (KSP) Head Moeldoko, Randy Bimantoro, is allegedly connected to Calypte Holding Pte Ltd.
• PT MEG, the manager of Rempang Eco-City, is alleged to be a shell company. Its ownership chain leads to Grideye Resources Limited, registered in the British Virgin Islands (a tax haven), which owns Banyan Solution Enterprise Pte Limited in Singapore. The report notes that Grideye has had no significant business activity since its founding on May 9, 2013, other than annual fee submissions and one board change in April 2023.
• The Rempang Eco-City project appears to contradict existing spatial planning regulations. The Batam City Spatial Plan (Perda 3/2021) does not specifically mandate the development of Rempang Eco-City and instead indicates the development of the fisheries industry on Rempang and Galang Islands. Furthermore, the National Spatial Plan (PP 13/2017) lists the Rempang Island Hunting Park as a National Protected Area.
• The project has faced significant community opposition, culminating in large demonstrations on September 7, 2023. Investigations by the National Coalition for Rempang Solidarity report the use of tear gas affecting children and toddlers during these events, leading the National Commission on Human Rights (Komnas HAM) to request that the government review the PSN status for Rempang.
