Potensi Kecurangan Pembelian Gas Air Mata oleh Kepolisian Indonesia

A report by Trend Asia and Indonesia Corruption Watch (ICW) investigating potential fraud and irregularities in the procurement of tear gas equipment by the Indonesian National Police (Polri) between 2013 and 2022.

• The Indonesian National Police have significantly increased their procurement of tear gas equipment, purchasing over 868,000 rounds of ammunition and more than 36,000 launchers. A sharp increase in procurement activity was noted in 2017 compared to previous years, which averaged only 2-5 procurements annually. Additionally, 17 drone-based tear gas launchers were purchased in 2020 and 2021.
• There is evidence of extreme price inflation in the procurement of pepper projectile launchers. In 2022, the police contracted for 187 units at a total cost of Rp49.86 billion (approximately Rp266.6 million per unit). The researchers estimate the fair market value, including a 25% margin for shipping, administration, and profit, to be approximately Rp1.62 billion for the same quantity, suggesting the police paid roughly 30 times the reasonable price.
• The report identifies several irregularities in the tender process, including the awarding of contracts to companies lacking required qualifications (specifically KBLI 46900 and KBLI 47739 in the case of PT ACK), suspected horizontal collusion between PT DGSP and PT WSP across six procurement packages, and the suspected use of 'shell companies' (perusahaan boneka) where a shareholder's profile does not match their reported wealth.
• Police budgets have generally increased under the administration of Joko Widodo, with approximately 35% (Rp303.5 trillion) of total funds since 2015 allocated to the procurement of goods and services.
