Can JETPs Investment and Policy Plan Promote a Just and Ambitious Energy Transition in Indonesia?

The Just Energy Transition Partnership (JETP) was launched in November 2022 with a USD20 billion commitment to support Indonesia's energy transition. However, the JETP Secretariat has faced criticism for a lack of transparency after postponing the public release of the Comprehensive Investment Policy and Plan (CIPP), which limits public participation and feedback on the transition's investment and policy framework.

• Indonesia and the International Partners Group (IPG) established the Just Energy Transition Partnership (JETP) during the G20 Summit in Bali in November 2022, committing USD20 billion (roughly IDR30 trillion) to facilitate an energy transition aligned with the Paris Agreement and the goal of limiting global warming to below 1.5 degrees Celsius.
• The JETP Secretariat developed a Comprehensive Investment Policy and Plan (CIPP) covering both on-grid electricity and captive electricity systems for industry, but failed to release the document to the public by the planned date of 16 August 2023.
• The lack of public availability of the CIPP documents and limited opportunities for public participation have prevented specific responses and input regarding the investment plans and JETP policies.
