FACT SHEET Software name: Resources and Energy Analysis Programme (REAP)

This fact sheet describes the Resources and Energy Analysis Programme (REAP), a software tool developed by the Stockholm Environment Institute (SEI) to analyze the environmental impacts of economic activity and policy. REAP focuses on consumption-based accounting, tracking resource use and emissions through supply chains to generate ecological, carbon, and greenhouse gas footprints for various spatial scales, primarily within the UK.

• REAP is a software tool designed to assess the potential environmental impact of policies and monitor their actual effects over time by analyzing the resource use associated with consumption. It generates ecological, carbon, and greenhouse gas (GHG) footprint results for every local authority area, English Region, and devolved nation in the UK.
• The software utilizes a lifecycle focus to measure environmental pressures across the entire supply chain. This approach reveals discrepancies between production and consumption emissions; for example, a study by SEI and the University of Sydney found UK consumption CO2 emissions were 21% higher than production emissions, while a similar study in Sweden showed consumer emissions were 17% higher than producer emissions.
• Since its launch in February 2006, REAP has been used in over 50 projects. Its application includes evaluating regional strategies in Yorkshire and Humber and the West Midlands, creating footprint reduction roadmaps for Wales and the South East, and assessing housing and transport policies in the Leeds City Region and Yorkshire and Humber.
• REAP is used by a diverse range of entities, including NGOs, academic users, commercial users, and local, regional, and national government in the UK. Approximately 20 local authorities use the software in their policy processes, and over two-thirds of all UK local authorities use the footprint data it provides.
