Estudio sobre los Mecanismos de rendición de cuentas en el sector de WASH

This report, published by the Stockholm Environment Institute in January 2021, examines accountability mechanisms within the Water, Sanitation, and Hygiene (WASH) sector in Peru. It analyzes multi-stakeholder platforms, the role of the Ministry of Housing, Construction, and Sanitation (MVCS), the impact of COVID-19 on sector governance, and the implementation of the Sanitation and Water for All (SWA) Mutual Accountability Mechanism (MAM). The study finds that while regulatory frameworks exist, integrated accountability from the government to citizens is still under construction and suffers from fragmentation.

• Government accountability in the WASH sector is currently in a construction phase. While DL 1280 (Ley Marco de la Gestión y Prestación de los Servicios de Saneamiento) and its Regulations establish accountability between the Ministry of Housing, Construction, and Sanitation (MVCS) and the public, these mechanisms have not yet been fully implemented.
• There is a significant lack of coordination and dialogue between the various multi-stakeholder WASH platforms and the MVCS. The presence of government officials in these platforms is often described as protocolary and characterized by high turnover, with no formal interlocutor assigned by the MVCS to facilitate articulation.
• The study identifies several existing information and management tools that could be used to consolidate accountability, including the Integrated Financial Administration System (SIAF), the Integrated Administrative Management System (SIGA), and the Rural Water and Sanitation Diagnosis System (DATASS). However, this information is fragmented across different government entities such as the Ministry of Economy and Finance (MEF) and the National Institute of Statistics and Informatics (INEI).
• The COVID-19 pandemic did not materially affect government-to-citizen accountability because no clear mechanism for such accountability existed from the MVCS prior to the pandemic. However, the pandemic did accelerate the adoption of virtual procedures and telematic coordination.
• Awareness of the Sanitation and Water for All (SWA) alliance and its Mutual Accountability Mechanism (MAM) is low among Peruvian experts. While 60% had heard of SWA, only 28% were fully aware of its objectives in Peru, and only 8% were fully aware of the national commitments made within the MAM.
• The national commitments within the MAM correspond to the National Sanitation Plan 2017-2021. Non-state partners of SWA did not participate in identifying these commitments, nor have they organized the annual evaluation process according to MAM/SWA methodology.
