Guidance note: Integrating gender equality and human rights in SCF2 events

This guidance note provides a framework for grantees of the Strategic Collaborative Fund (SCF2) to integrate human rights and gender equality into the design, implementation, and evaluation of events focused on sustainable development in the Asia-Pacific region.

• The document proposes an integrated conceptual framework that mainstreams intersectional gender analysis into a human rights-based approach. This approach divides human rights into 'substantive rights', which relate to the 'substance and dignity of human beings', and 'procedural rights', which encompass 'Transparency, accountability, participation and access to justice'. The gender analysis component focuses on power dynamics by examining four areas: norms and rules causing inequality, division of labour, access and control over resources, participation in decision-making, and dominant types of knowledge and discourses.
• The SCF2 programme requires applicants to conduct a thorough context analysis of their thematic and geographic focus areas to identify critical gaps and ensure that the 'costs and benefits of the event will be distributed fairly across social groups'. This analysis is intended to prevent the further marginalisation of vulnerable groups, including women, youth, children, migrants, ethnic minorities, and those living in poverty.
• Monitoring and evaluation (M&E) for SCF2 events occur at two levels. At the program level, SEI Asia manages evaluation using 'grantees survey, most significant change stories, and tracer study'. At the event level, grantees are responsible for gathering baseline and end-line data via pre- and post-event surveys to measure the 'mainstreaming of gender and human rights-based approach in the participating organizations'.
