Puesta en marcha del Fondo para Pérdidas y Daños: Aprender de los beneficiarios previstos

This report, published by the Stockholm Environment Institute, provides recommendations for the operationalization of the Loss and Damage (L&D) Fund established at COP27. • To support vulnerable populations and organizations with limited technical capacity, the report proposes a 'learning-by-doing' approach. This would involve allowing initial access to funds through small pilot projects that serve as a guarantee for larger future investments, utilizing flexible due diligence requirements based on project risk.
• The fund should employ comprehensive approaches that address the full spectrum of loss and damage, including non-economic losses such as mental health services and ecosystem restoration. The report suggests using value- and need-based approaches rather than strict categories to define eligible activities, ensuring that human rights and dignity guide recovery efforts.
• Economic costs of loss and damage in the Global South are projected to reach between 290 and 580 billion dollars annually by 2030.
• The report identifies several barriers to accessing climate finance, including complex and restrictive procedures for local actors and small island states, delays in disbursement, language barriers, and a mismatch between the priorities of funders and the needs of beneficiaries.
