Avtal mellan samebyar och exploatörer

This report evaluates private agreements between Sami reindeer herding districts and developers in Sweden, finding that they often create significant risks for reindeer wellbeing. While intended to fill gaps in state legislation, many agreements result in 'manufactured consent,' featuring restrictive gag clauses and unilateral developer rights, particularly in the wind power sector. The authors argue for a shift toward more ambitious negotiations, including revenue sharing and veto rights, similar to models used in Canada and Australia.
