Achieving low carbon and sustainable transport systems in Yorkshire and Humber
Summary
This 2008 report evaluates transport interventions to reduce carbon emissions in the Yorkshire and Humber region. It finds that current regional strategies are insufficient to meet 2010 and 2015 GHG reduction targets. Using the REAP model, the report tests various 'best practice' measures—such as Bus Rapid Transit, smartcards, and teleworking—to determine how the region might achieve a 'Stabilising Carbon Trends' scenario, which requires a 35% reduction in transport CO2 emissions through significant behavioural changes in travel distance and vehicle occupancy.

This scenario delivers a 35 per cent reduction in transport CO2 emissions, resulting in a reduction of 0.85 tonnes CO2 per capita by 2021. Achieving this requires significant behavioural change, as efficiency improvements alone only provide approximately 16 per cent of the overall reduction. Key assumptions for the SCT include increasing car occupancy from 1.6 to 2.5 people per car and a 35 per cent reduction in total distance travelled.
