Biogaasi tootmise ja kasutamise pilootuuring Lääne-Virumaal Jäätmed mootorikütuseks
Summary
This report, produced as part of the 'From Waste to Traffic Fuel' (W-Fuel) project, evaluates the potential for biogas production and its use as motor fuel in Lääne-Viru County, Estonia. It analyzes biomass resources, proposes a pilot biogas plant in Rakvere, and compares the environmental and economic impacts of using biogas for combined heat and power (CHP) versus upgrading it to biomethane for transport.
Key insights
- The total biomethane production potential in Lääne-Viru County for 2020 is estimated at up to 24.4 million m3/a. Energy crops represent the largest share of this potential at approximately 66%, followed by industrial bio-waste (13%), sewage sludge (11.5%), liquid manure (9%), and bio-waste from municipal waste (0.6%).
- The report proposes a pilot biogas plant in the outskirts of Rakvere, near the wastewater treatment plant, to leverage proximity to major waste producers: AS Rakvere Lihakombinaat, Estonian Spirit Ltd, and AS Rakvere Vesi. The recommended technology is wet fermentation using a vertical digester of approximately 3,000 m3 with full mixing and a pasteurizer to handle potentially contaminated industrial substrates.
- For the Rakvere plant, the report estimates that the three largest waste producers could provide a biomethane potential of 2.4 million m3/a by 2020. If used in a combined heat and power (CHP) plant, this could generate approximately 9 GWh of electricity and 9.7 GWh of heat.
- To use biogas as motor fuel, the report recommends an amine scrubbing (amine wash) purification method to remove CO2, which can achieve a methane content of over 99% with very low methane losses (< 0.1%).
- An optimistic scenario suggests that the annual biomethane production from the Rakvere plant (over 4 million Nm3) could fuel approximately 500 vehicles, including 30 buses, 20 trucks, 20 garbage trucks, and 450 cars.
- Environmental impact analysis shows that while CHP is more effective at reducing emissions if it replaces oil shale electricity (which makes up 87% of Estonia's structure), upgrading to biomethane for transport provides a greater overall improvement in environmental status when considering the EU Emissions Trading System (EU ETS).
- From a social perspective, producing motor fuel from biomethane is more profitable than combined heat and power production. However, for an individual producer, CHP may be more financially attractive due to lower investment costs and existing feed-in tariffs for renewable electricity.
- Reducing food waste in Lääne-Viru County by 2020 could lead to significant environmental and economic gains. Depending on the scenario (B1 to B3), emissions could be reduced by 5,000 to 17,000 tCO2eq, with cost savings between 5 and 17 million EUR.
