COMMUNITY ACTION PLAN (CAP) TO CONSERVE HMAN PIN INN AND SUPPORT ALTERNATE LIVELIHOODS IN HMAN PIN VILLAGE

The Community Action Plan (CAP) for Hman Pin village and Hman Pin inn aims to balance biodiversity conservation with local development in the Upper Chindwin Basin of Myanmar. The plan identifies high-priority threats to the 4-acre wetland, including gold mining, logging, and overfishing driven by cultural festivals. To mitigate these pressures, the CAP proposes a three-pronged approach: habitat conservation through the demarcation of zones and local regulations; the promotion of sustainable livelihoods such as groundnut cultivation, pig farming, and fish farming; and a Communication, Education, Participation and Awareness (CEPA) programme. Implementation is led by a Village Working Committee (VWC) with support from the Stockholm Environment Institute and other partners, utilizing a monitoring framework to track water quality, biodiversity, and land-use changes.

• The Hman Pin inn wetland is a 4-acre lowland, shallow wetland located approximately 5.95 kilometers northeast of Hkamti Town, characterized by open water, marshes, and a surrounding secondary forest.
• The wetland ecosystem faces several high-level threats, most notably gold mining, which has obstructed the wetland inlet and caused annual flooding in rice fields, as well as logging and overfishing during cultural festivals.
• Biodiversity assessments recorded 47 plant species, including the near-threatened Dimocarpus longan, and 15 fish species, including the vulnerable Wallago attu and near-threatened Ompok bimaculatus and Ompok pabo.
• To reduce community reliance on wetland extraction, the CAP proposes specific sustainable livelihood interventions, including groundnut sowing (budgeted at 620 USD/acre), pig farming (645 USD for one piglet per household), and fish farming (budgeted between 4,500 and 5,000 USD).
• The conservation strategy includes the establishment of local rules and regulations, the demarcation of wetland boundaries to prevent land conversion, and the installation of signage to mark restoration and habitat conservation zones.
• The plan implements a CEPA (Communication, Education, Participation and Awareness) programme featuring training workshops on biodiversity, sustainable agriculture, and community forestry, with a specific budget of 6,000 USD for four wetland conservation and management trainings.
• A monitoring framework has been established to track high-priority parameters, including water level, water quality trends, faunal diversity, and land use land cover change.
