REGIONAL EXPERIENCE SHARING WORKSHOP ON THE IMPLEMENTATION OF NATIONALLY DETERMINED CONTRIBUTIONS AND MONITORING, REPORTING AND VERIFICATION (MRV) TRAINING FOR THE WASTE SECTOR 17-21 FEBRUARY 2O2O, ABIDJAN, COTE D’IVOIRE

The workshop, supported by the Government of Canada, UNEP, and SEI, focused on the waste sector's role in achieving NDCs in Côte d’Ivoire and Senegal. Key activities included the development of national biogas and compost strategies and training on MRV systems to ensure transparency in GHG emission reductions. The event also featured experience sharing from Burkina Faso, Madagascar, and the ECOWAS Commission, emphasizing the need for private sector involvement, circular economy models, and regional harmonization of climate policies.

• Côte d’Ivoire and Senegal have integrated the waste sector into their NDCs, with Côte d’Ivoire targeting a 28% total GHG reduction by 2030 (including 2% from waste) and Senegal targeting a 13% total reduction (with 50% coming from the waste sector). Both countries are focusing on biogas and compost to meet these goals.
• There is a significant gap in the implementation of NDCs within the ECOWAS region regarding the lack of Monitoring, Reporting and Verification (MRV) systems, which are essential for the transparency and precision required by the Paris Agreement.
• Côte d’Ivoire has established National Biogas and Compost policies for 2020-2030. The Compost Policy focuses on six orientations, including institutional frameworks, waste sorting, and value chain creation, while the Biogas policy focuses on five orientations, including legal frameworks and technical capacity.
• Senegal's approach to waste management involves a National Integrated Municipal Solid Waste Management Strategy and a National Waste Management Program (NWMP), which include a strategic framework for biogas and compost development based on regulatory, technical, and economic analyses.
• Burkina Faso's National Biodigester Program (PNB-BF), operational since 2009, has achieved the installation of 13,100 domestic biodigesters and one institutional biodigester as of September 30, 2019, and has had 44,000 certified emission reductions units validated by the UNFCCC.
• In Madagascar, a project in the city of Toliara established a 5-hectare waste storage and resource recovery center, creating over 100 jobs and developing six value chains, including organic compost, plastic paving stones, and green waste briquettes.
• Workshop participants recommended a shift toward 'waste economics' and the digitalization of the sector, noting a lack of private sector involvement and a need for a virtual platform to share strategic documents and experiences across the region.
