REGIONAL EXPERIENCE SHARING WORKSHOP ON THE IMPLEMENTATION OF NATIONALLY DETERMINED CONTRIBUTIONS AND MONITORING, REPORTING AND VERIFICATION (MRV) TRAINING FOR THE WASTE SECTOR 17-21 FEBRUARY 2O2O, ABIDJAN, COTE D’IVOIRE

This report details a regional workshop and training session held in Abidjan, Côte d’Ivoire, from February 17-21, 2020. Organized by the Stockholm Environment Institute (SEI) and UNEP with support from the Government of Canada, the event focused on implementing Nationally Determined Contributions (NDCs) and establishing Measurement, Reporting and Verification (MRV) systems specifically for the waste sector in Côte d’Ivoire and Senegal, while sharing these experiences with other ECOWAS member states.

• Côte d’Ivoire and Senegal have integrated the waste sector into their NDCs to reduce greenhouse gas (GHG) emissions by 2030, though they face policy gaps regarding biogas and compost development. Côte d’Ivoire aims for a 28% total GHG reduction by 2030, with 2% coming from the waste sector, while Senegal targets a 13% total reduction, with the waste sector contributing 50% of that goal.
• To address NDC targets, Côte d’Ivoire and Senegal are developing national compost and biogas strategies for 2020–2030, which include plans to install concrete biogas and compost plants in Abidjan and Dakar.
• There is a widespread lack of Monitoring, Reporting and Verification (MRV) systems in the region to track NDC actions for transparency as required by the Paris Agreement. Participants noted that the ability to mobilize financial and technical resources depends on a state's capacity to implement MRV systems to justify GHG emission reductions.
• Burkina Faso's National Biodigester Program (PNB-BF), operational since 2009, has achieved significant results, including the installation of 13,100 domestic biodigesters and one institutional biodigester of 40 m³ at MACO as of September 30, 2019. The program has also seen the validation of 44,000 certified emission reductions units by the UNFCCC.
• In Madagascar, a project in the city of Toliara focused on integrated municipal waste management, establishing a 5-hectare resource recovery center. This initiative created over 100 jobs and developed six value chains, including organic compost, plastic paving stones and bricks, and green waste briquettes.
• The workshop participants recommended several actions to improve the waste sector, including the creation of a virtual platform for sharing strategic documents, the development of sustainable cities programs based on circular economy, and the definition of a gender approach within national biogas and composting strategies.
