COMMUNITY ACTION PLAN (CAP) TO CONSERVE WETLAR INN AND SUPPORT ALTERNATE LIVELIHOODS IN NAR MYITTAR
Summary
The Community Action Plan (CAP) for Nar Myittar village and the Wetlar Inn wetland in Myanmar's Upper Chindwin Basin aims to conserve a biodiversity-rich wetland ecosystem while providing alternative livelihoods to reduce anthropogenic pressure. Developed by the Stockholm Environment Institute and partners, the plan focuses on habitat conservation, sustainable economic activities such as pig and fish farming, and community-led governance through Village Working Committees.
Key insights
- The Wetlar Inn wetland is a 6.0-hectare permanent swamp located 0.5 km from Hkamti airport, serving as a habitat for 46 plant species and various fauna, including four turtle species: the Indian flap-shell, the endangered Myanmar peacock soft-shell turtle, the vulnerable Asistic Soft shell turtle, and the endemic and vulnerable Myanmar Eyed Turtle.
- The wetland ecosystem faces six categories of threats, with 'Deforestation/ Land use change' (specifically increased sedimentation from forest clearance and grazing) rated as a 'High' level threat. Other threats rated as 'Medium' include hydro-morphological changes, biological loss, and climate change, while nutrient enrichment and mining are rated as 'Low'.
- To reduce reliance on wetland resource extraction, the CAP proposes several sustainable livelihood initiatives: groundnut cultivation (with an estimated budget of 620 USD per acre), pig farming (645 USD per household for one piglet), fish farming (estimated budget of 4,500-5,000 USD), and poultry production (740 USD for 100 one-day-old chicks).
- Conservation strategies for the wetland include the identification and demarcation of conservation zones, the establishment of local rules and regulations to prohibit illegal activities and fishing by other villages, and the installation of bilingual signage in Myanmar and English to indicate restoration and habitat conservation zones.
- The plan establishes a community-based governance structure where Village Working Committees (VWC), including women and youth, lead the implementation and monitoring of the CAP. These committees are supported by the Stockholm Environment Institute, Myanmar Environment Institute, and NSNO.
- A comprehensive monitoring framework has been designed to track the effectiveness of the CAP, prioritizing the monitoring of wetland area, water level, water quality trends, faunal diversity, and the number of direct beneficiaries from fisheries, timber, and fuelwood.
