REPORT OF THE VIRTUAL WORKSHOP FOR TRAINING NATIONAL EXPERTS ON THE GREENHOUSE GAS (GHG) AND BLACK CARBON INVENTORY IN THE WASTE SECTOR IN SENEGAL

This report documents a virtual training workshop held on October 1-2, 2020, designed to train national experts in Senegal on methodologies for calculating greenhouse gas (GHG) and black carbon inventories within the waste sector. The workshop was part of the 'Support for the National Determined Contributions (NDCs) implementation in the Waste Management sector in Senegal and Côte D’Ivoire' project, funded by Environment and Climate Change Canada and executed by UNEP and the Stockholm Environment Institute (SEI).

• The workshop aimed to improve national experts' understanding of Short-Lived Climate Pollutants (SLCP), their sources, and their relationship with GHG emissions and Nationally Determined Contributions (NDC), while introducing them to IPCC software and Excel tools for inventory calculations.
• Senegal has committed to reducing its GHG emissions under the Paris Agreement, with unconditional targets of 5% for 2020-2024 and 11% for 2025-2030, and conditional targets of 25% and 61% for the same periods, respectively.
• The training emphasized the use of the 2006 IPCC Guidelines for National GHG Inventories, specifically Volume 5 regarding the waste sector, and the IPCC inventory software version 2.691 to assist in reporting and implementing Tier 1 and 2 methods.
• Because there are no internationally agreed-upon methodologies or emission factors for SLCP inventories, the workshop recommended using air pollutant inventory methodologies from the IPCC and the EMEP/EEA air pollutant emission inventory guidebook, as well as peer-reviewed journals suggested by the Climate and Clean Air Coalition (CCAC).
• The workshop included practical exercises where participants estimated GHG and SLCP emissions from municipal solid waste open burning and wastewater management using activity data from Benin, IPCC default emission factors, and the IPCC software.
• The project has achieved several strategic milestones, including the development of a National Waste Management Law and a National Integrated and Sustainable Solid Waste Management Strategy, as well as the establishment of a unique legal/regulation framework for waste management in the ECOWAS region.
