REPORT OF THE VIRTUAL WORKSHOP FOR TRAINING NATIONAL EXPERTS ON THE GREENHOUSE GAS (GHG) AND BLACK CARBON INVENTORY IN THE WASTE SECTOR IN CÔTE D’IVOIRE

This report documents a virtual training workshop held on July 28-29, 2020, for national experts in Côte d’Ivoire. The workshop focused on the methodologies and tools required to create greenhouse gas (GHG) and black carbon inventories specifically for the waste sector, as part of a broader project to support the implementation of Nationally Determined Contributions (NDCs) in Côte d’Ivoire and Senegal.

• The workshop aimed to provide national experts with a comprehensive understanding of Short-Lived Climate Pollutants (SLCP), their sources, and their relationship to GHG emissions and Nationally Determined Contributions (NDC), while introducing them to IPCC software and Excel worksheets for emission calculations.
• Under the Paris Agreement's Enhanced Transparency Framework (ETF), parties must submit a Biennial Transparency Report (BTR) containing a national inventory of anthropogenic GHG emissions and removals, with the first BTR/National Inventory Reports due by December 31, 2024.
• The training emphasized the use of the 2006 IPCC Guidelines for National GHG Inventories, specifically Volume 5, which covers the waste sector, including categories such as solid waste disposal, biological treatment of solid waste, incineration and open burning, and wastewater treatment.
• Participants were trained on IPCC inventory software version 2.691, which supports Tier 1 and 2 methods and allows for the use of either IPCC default emission factors or country-specific values to calculate emissions and removals.
• Regarding black carbon and SLCP inventories, the report notes a lack of internationally agreed methodologies and emission factors. Instead, the IPCC and the Climate and Clean Air Coalition (CCAC) suggest using air pollutant inventory methodologies, such as the EMEP/EEA air pollutant emission inventory guidebook.
• Practical exercises conducted during the workshop involved estimating GHG and SLCP emissions from the open burning of municipal solid waste using activity data from Benin and IPCC default emission factors.
