Paris rules? | SEI

This policy brief evaluates the outcomes of the 2018 Conference of the Parties (COP) in Katowice, Poland, assessing the progress made toward implementing the Paris Agreement against the backdrop of rising global emissions and insufficient national climate pledges.

• The Katowice Conference succeeded in delivering most of the necessary elements for an implementable Paris Agreement, marking a significant step in multilateral climate diplomacy despite a challenging negotiation context.
• Despite the diplomatic progress in Katowice, global CO2 emissions continue to rise, and current national climate pledges are insufficient, placing the earth on a trajectory for a temperature increase exceeding 3 degrees Celsius.
