Designing Development Interventions

The authors demonstrate how combining service design—specifically using archetypes and prototyping—with discrete choice experiments can create effective development interventions, such as Weather Index Insurance for Ugandan farmers, by involving users in the design process and testing core assumptions.

• Service design (SD) is identified as a promising tool for designing interventions to address complex development challenges in the Global South because it directly involves citizens in improving services and systems.
• In the development of a Weather Index Insurance (WII) product in Uganda, the authors used archetypes to articulate farmer vulnerabilities and prototype insurance packages, while discrete choice experiments (DCEs) were used to test and triangulate these design features.
• The combined approach of service design and DCEs resulted in a WII product adopted by major insurance providers in Uganda and improved upon traditional qualitative work by allowing participants to challenge core assumptions and participate directly in service design.
