Sami-state collaboration effects assessment critical action research

This research paper proposes a novel approach to joint problem analysis between Sami reindeer herders and Swedish civil servants within permitting authorities for mining, wind energy, and forestry, specifically focusing on the governance of cumulative effects assessment (CEA).

• Collaboration between indigenous communities and states regarding cumulative effects assessment (CEA) governance is frequently obstructed by legacies of colonialism, inequality, and conflicting definitions of the core governance problem.
• Indigenous-state collaboration can constructively improve CEA governance and the recognition of indigenous peoples' rights, provided the process creates spaces to explore different problem definitions and addresses institutionalized inequalities.
