NDF Mitigation Finance

This working paper evaluates 18 Nordic Development Fund (NDF) projects to determine if Swedish development finance for climate mitigation is contributing to emission reductions sufficient to meet the Paris Agreement's 1.5 C temperature objective.

• The evaluation assesses 18 Nordic Development Fund (NDF) projects to determine if Swedish development finance for climate mitigation supports emission reductions that are large and fast enough to contribute significantly to the Paris Agreement's 1.5 C temperature objective. The analysis focuses on two primary questions: whether the finance supports activities with the potential for large-scale emission reductions in developing countries and whether these contributions can be realized in time to align with the Paris Agreement.
• To evaluate the transformative potential of the NDF portfolio, the study uses a methodology based on the Climate Investment Fund’s (CIF) Principles for Transformational Climate Finance. The projects are assessed against the CIF principles of Speed, Scale, Systemic Change, Relevance, and Additionality, while also considering expected co-benefits and the level of transparency in the documentation.
