Technologies, Policies and Measures for GHG Abatement at the Urban Scale

This research paper addresses gaps in city-scale climate change mitigation planning by providing a typology of emission-reduction technologies and practices, identifying supporting policies, and assessing their abatement potential for 2020 and 2050.

• City governments are increasingly developing greenhouse gas (GHG) reduction targets and action plans, but they frequently lack the capacity to prioritize actions based on GHG abatement potential or use mitigation assessments to plan for meeting their emissions targets.
• The paper provides a general typology of urban-scale emission-reduction technologies and practices, along with supporting policies and measures, to help local jurisdictions identify options with higher GHG abatement potential, particularly within the buildings and transport sectors.
• The research assesses the relative abatement potential of urban-scale measures for both the near term (2020) and the long term (2050), while examining the level of influence urban jurisdictions have in achieving these potentials.
