Greening Recovery

The paper analyzes the Swedish public debate on green economic recovery in 2020, finding that while synergistic frames combining social, environmental, and economic goals offer potential for policy coherence, the lack of discussion on power dynamics and the existence of a temporal hierarchy of priorities may hinder sustainability transformations.

• Ideas for a green transition supported by economic recovery spending utilize a synergistic frame that integrates social, environmental, and economic policy options, which creates a potential for policy coherence.
• The ability to design coherent policies and the likelihood of achieving sustainability transformations are negatively impacted by a lack of discourse regarding power distribution and an inherent temporal hierarchy of policy priorities.
