Connections between the Paris Agreement and the 2030 Agenda

This working paper analyzes the connections between climate actions in Nationally Determined Contributions (NDCs) and the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda, identifying synergies and gaps to improve policy coherence.

• The research indicates that climate actions in NDCs create synergies with national development priorities aligned with the 2030 Agenda, though the extent of this connection varies. Specifically, many climate activities support SDG 7 (affordable and clean energy), SDG 15 (life on land), and SDG 2 (zero hunger), while significant gaps remain regarding SDG 5 (gender equality), SDG 1 (no poverty), and SDG 16 (peace and justice).
• The authors identify a lack of aggregate analysis and limited interaction between the Paris Agreement and the 2030 Agenda at global and national levels, which may hinder effective implementation. They propose two methods to improve policy coherence: aligning future Nationally Sustainable Development Strategies (NSDS's) with NDCs to avoid duplication and addressing gaps, and ensuring updated NDCs account for existing NSDS's to increase ambition and stakeholder buy-in.
