Unlocking a Better Future Framework Scotland

This report presents a holistic framework and evidence-based recommendations commissioned by the Scottish Government to drive the societal and economic transformations necessary to achieve a "net-zero, nature-positive society". Integrating research from SEI, the New Economics Foundation, and the Global Footprint Network, the framework identifies policy gaps and proposes indicators to track progress toward addressing climate and nature emergencies.

• The Scottish Government commissioned research to create a pathway toward a "net-zero, nature-positive society" as part of its Environment Strategy, recognizing that the scale of climate and nature emergencies requires "transformative change" across technological, economic, and social dimensions.
• The project produced a holistic framework and evidence-based recommendations for the Scottish Government to promote societal transformation. This framework was developed using a systems-based approach that integrated recommendations from three reports—one by SEI and others by the New Economics Foundation (NEF) and Global Footprint Network (GFN)—and was informed by the "Stockholm +50: Unlocking a Better Future" scientific report.
• The resulting framework was used to identify gaps in Scotland's existing policy levers and pinpoint opportunities for economic and societal transformation. The report includes proposed indicators to track the implementation of these recommendations and the overall framework.
