Governments reconcile oil and gas production with climate goals

This research paper examines the discursive strategies used by the governments of Nigeria and Colombia to align their plans for expanding hydrocarbon production with their climate commitments.

• The governments of Nigeria and Colombia utilize narratives that link oil and gas extraction to energy transitions, energy security, and development. Nigeria additionally employs a narrative related to its international positioning.
• While sharing commonalities, the two governments articulate their narratives differently based on their specific geographical and historical political economies and domestic circumstances.
• National governments employ several specific discursive strategies to justify continued oil and gas extraction, including the use of managerial and technocentric language, the naturalization of production, strategic use of scale, country-based comparisons, and the delegitimization of alternative futures for oil and gas.
