Knowledge brokering on emissions modelling in strategic environmental assessment of Estonian energy policy with special reference to the LEAP model

The article analyzes how quantitative computer models, specifically the LEAP model, facilitate knowledge exchange between researchers and policy developers during a full cycle of Strategic Environmental Assessment (SEA) for a national energy plan. It argues that using such models for both ex ante and ex post scenario modelling enhances the systematic exchange of knowledge and builds the capacity of the actors involved.

• Quantitative computer models can act as tools to facilitate the exchange of knowledge between different parties who aim to use scientific data to inform policy decisions.
• The author recommends utilizing quantitative models for both ex ante and ex post scenario modelling and impact assessments to improve the capacity-building of participants and create a more systematic and inspiring knowledge exchange regarding policy issues.
