Promoting Green Industrial Development through Local Content Requirements: India’s National Solar Mission

This research paper examines the use of local content requirements (LCRs) as a tool to align renewable energy deployment with socio-economic goals, specifically analyzing LCRs for solar photovoltaics within India's National Solar Mission.

• Local content requirements (LCRs) are used by governments to link renewable energy technology deployment with socio-economic objectives including poverty reduction, economic development, and job creation, often by linking LCRs to feed-in tariffs.
• There is a conflict regarding LCRs between manufacturing interest groups, who lobby for these protection measures, and the international trade community, led by the World Trade Organization (WTO), which aims to restrict their use.
• An analysis of LCRs for solar photovoltaics in India's National Solar Mission suggests that for LCRs to be effective, they must be limited in duration with planned evaluation phases, target technologies where technical expertise exists and market entry barriers are manageable, and be integrated with training, business linkages, and support for other value chain stages and services.
