Five things learned about development finance from Aid Atlas

This briefing describes Aid Atlas, an interactive online platform launched in December 2019 by the Stockholm Environment Institute (SEI) to simplify the analysis of global development finance flows. The tool is designed to help users, particularly decision-makers in developing countries, move beyond the effort of tracking financial flows to evaluate the actual impact of aid on the ground.

• Development aid commitments increased significantly between 2007 and 2017, rising from US$ 169 billion to approximately US$ 314 billion according to the OECD’s Creditor Reporting System (CRS).
• Reported development funding is composed of grants (roughly 40%), Other Official Flows (35%), ODA loans (22%), and private development finance, the latter of which accounts for about 2.5% of total reported flows.
• The OECD’s Development Assistance Committee (DAC) provides the most comprehensive data set on development finance, though the database was not originally designed for public tracking and is difficult to use.
• Smaller countries often struggle to create coherent overviews of the support they receive or how donors account for that support, hindering the evaluation of whether funding creates lasting positive impacts.
