Financing Green Industrial Transitions

The research examines the role of financing in the transition of energy-intensive industrial sectors to low-carbon production in Sweden. It finds that capital investment size and financing availability are not perceived as significant obstacles, largely because the studied companies are large, well-established corporates with access to conventional finance, benefit from strong EU market demand, and are in early technology development stages. Despite this, the authors note that public actors remain essential for reducing investment risks and accelerating the transition pace.

• In the case of Sweden, the availability of financing or the scale of capital investments is not seen as a major barrier to radical emission reductions in industry.
• Several factors contribute to financing not being a primary obstacle: the companies are large, established corporates capable of using conventional finance channels, EU market demand is favorable, and many firms are in early technology development phases where capital requirements are lower.
• Financial actors show a strong interest in sustainable investments, yet public sector intervention is still necessary to mitigate investment risks and speed up the transition.
