Decarbonising electricity: national and city governments

This working paper by the Stockholm Environment Institute, in partnership with Energy Unlocked and the Overseas Development Institute, examines how collaboration between national and city governments can accelerate the decarbonisation of the energy sector while maintaining affordable energy access.

• Urban areas are critical to energy transition efforts because they account for two thirds of the world's final energy consumption and their local governments demonstrate significant climate ambition.
• Decarbonising electricity requires a transformation in generation, management, and delivery, specifically through a "3D" transition involving the decentralisation of power systems in cities supported by digitalisation.
• Successful power sector decarbonisation requires national governments to incorporate local governments into their efforts. Local governments can accelerate this transition by investing in renewable energy infrastructure, reforming local regulations to facilitate new technology rollout, and engaging urban communities in decision-making.
