Climate investment planning guidance

This guidance document describes the 'climate city contract' model developed by Viable Cities to accelerate the climate transition in urban areas through collaborative governance and integrated investment planning.

• Viable Cities utilizes a 'climate city contract' as its primary tool to achieve climate neutral cities by 2030. This contract involves a commitment to climate neutrality and a climate action and investment plan that unites municipalities, business, academia, and civil society.
• Achieving climate neutrality requires the replacement, refurbishment, and upgrading of assets owned by various city actors, which necessitates significant funding and collaboration to align goals and pool financial resources.
• A climate action and investment plan serves as an iterative process that connects city goals with the willingness and ability of local actors, detailing how capital will be generated. Funding may be sourced by redirecting public and civic capital from existing business operations toward climate action.
