Fixing greenhouse gas accounting at the city scale

This research paper proposes shifting local-scale greenhouse gas (GHG) accounting, specifically the Global Protocol for Community-scale GHG emissions (GPC), away from national-scale principles of completeness and accuracy toward a focus on policy relevance for city governments.

• The authors suggest that local-scale GHG accounting, including the GPC, should be improved by categorizing emission sources based on the level of influence local policy-makers have over them. A proposed 'core' category for many cities would focus on CO2 from passenger transport and buildings, as well as CH4 from waste management, to increase policy relevance and support global efforts to limit warming to 'well below' 2°C.
