Road Testing Offset Protocols: Landfill, Manure, Afforestation, Reforestation Projects

This research paper evaluates U.S. EPA Climate Leaders’ protocols for landfill methane, manure digesters, and afforestation projects by comparing them against protocols from the Clean Development Mechanism (CDM), Regional Greenhouse Gas Initiative (RGGI), California Climate Action Registry (CCAR), and Chicago Climate Exchange (CCX).

• The quantitative road test results indicate a need for the standardization of protocols across different offset programs to ensure that for any specific project type, a ton of emissions reduced is treated consistently across programs.
• The road test demonstrates that current protocols are not yet standardized, as evidenced by the results of the comparison between the U.S. EPA Climate Leaders’ protocols and those of the CDM, RGGI, CCAR, and CCX.
