Role assessments in institutions for policy learning: A study of Swedish climate and nuclear policy formation

This study analyzes two decades of climate and nuclear policy formation in Sweden to identify factors that facilitate or obstruct policy learning. It finds that while climate policy saw fundamental learning, nuclear policy was more intractable, with learning occurring mostly in agencies and committees rather than ministries. The results suggest that institutional rules, capacities, incentives, and trust-building among agents are more critical for learning than the types of assessments provided.

• In the study of Swedish climate and nuclear policy formation over two decades, climate policy experienced fundamental learning processes, while nuclear policy remained more intractable. Learning primarily took place within agency and committee processes, whereas political levels and ministries were hindered by weak incentives and capacities to learn.
• The primary drivers for policy learning in Sweden were the building of trust between key agents and international driving forces. The study concludes that institutional incentives, capacities, and rules are more significant for enhancing learning than the specific types of assessments used.
