The matter is not if, but when and where: the role of capacity development in disaster risk reduction aiming for a sustainable water supply and sanitation

This book chapter examines the Programme for Rural Water Supply and Sanitation (PAARSS) in Mozambique, analyzing how the integration of disaster risk reduction (DRR) and capacity-building into water and sanitation strategies can enhance community resilience in flood-prone regions.

• The Programme for Rural Water Supply and Sanitation (PAARSS), operating from 1999 to 2007 in four flood-prone districts of Mozambique, integrated disaster risk reduction planning and capacity-building with provincial disaster management actions to build community resilience and ensure sustainable water and sanitation services.
• Mozambique is highly susceptible to disasters due to its geographic location, recording 53 events over a 45-year period.
• The adoption of ecosystem-based approaches for disaster risk reduction (DRR) has been slow due to several factors: the independence of environmental and disaster management communities, the undervaluation of ecosystem management compared to engineered solutions in budget allocations, and poor science-policy interactions resulting in contradictory scientific information.
