Using Economic and Other Performance Measures to Evaluate a Municipal Drought Plan

This research paper examines the welfare costs of drought plan transactions between the El Dorado Irrigation District (EID) in California and its customers, using a discrete continuous choice (DCC) model within a water evaluation and planning (WEAP) model to estimate consumer welfare loss.

• Analysis of the drought-of-record under full build-out indicates that the welfare loss to EID customers under the imposed drought plan is significantly lower than it would be without such a plan, suggesting that current consumption exceeds essential needs and that a lack of a plan would lead to greater welfare losses during later drought periods.
• The majority of the costs associated with the drought plan are absorbed by the El Dorado Irrigation District (EID) through a reduction in revenues.
